The EUDR Has Been Amended — Twice
The EU Deforestation Regulation (Regulation 2023/1115) was originally set to apply from December 2024. However, the European Commission recognised that companies — particularly small and medium-sized enterprises — needed more time and clearer guidance for compliance.
In December 2024 the EU adopted the first round of amendments, followed by a second package in December 2025.

New Application Deadlines
- Large and medium-sized operators: 30 December 2026
- Micro and small enterprises: 30 June 2027
- Micro and small enterprises already covered by the EUTR: 30 December 2026
What Has NOT Changed
- Due diligence obligations remain in place
- Seven commodities in scope: Cattle, cocoa, coffee, oil palm, rubber, soya and wood
- Cut-off date: 31 December 2020
- Legality requirement remains in place

- Map supply chains
- Geolocation data from suppliers
- Register in the EUDR information system
- Assess risks using country benchmarking
- Document everything
